Institutional Status
EUFUA is an independent Belgian non-profit legal entity incorporated as a VZW under Belgian law, operating as a Brussels-based institutional platform and listed in the EU Transparency Register.
EUFUA supports structured cooperation between Ukraine and the European Union by strengthening institutional and project readiness, structuring initiatives, mobilising expertise, preparing recovery-related initiatives, and identifying relevant institutional, advisory and financing pathways.
EUFUA’s role is to strengthen the quality and maturity of initiatives before they proceed to substantive consideration by the relevant European or international organisation.
Scope of Activities
EUFUA’s activities may include:
- assessing institutional and project readiness;
- clarifying responsibilities, objectives and implementation roles;
- structuring project and institutional information;
- identifying relevant EU requirements and standards;
- preparing Project Fiches and supporting materials;
- identifying technical, professional and expert requirements;
- supporting the preparation of recovery and public-private partnership projects;
- identifying relevant institutional, advisory and financing pathways;
- facilitating structured engagement with relevant stakeholders;
- developing portfolios of project, recovery and investment-oriented initiatives.
The objective is to develop initiatives into clear, structured and institutionally mature propositions capable of proceeding to substantive assessment by the relevant organisation.
Allocation of Responsibilities
EUFUA strengthens the institutional and project readiness of initiatives.
Each organisation receiving or assessing an initiative applies its own mandate, eligibility criteria, assessment methodology, governance requirements and decision-making procedures.
Formal authority is exercised by the organisation responsible for the relevant process, including:
- programme eligibility and participation decisions — the relevant programme or institution;
- technical, legal and financial assessment — the relevant assessing organisation;
- grant decisions — the competent granting authority;
- financing — the relevant financial institution or funding organisation;
- investment decisions — the relevant investor or authorised financial institution;
- procurement — the competent contracting authority;
- PPP approvals and regulatory decisions — the competent public authorities;
- formal institutional endorsement — the organisation holding the relevant mandate.
This allocation preserves independent decision-making and enables EUFUA to focus on the quality of preparation and institutional positioning of the initiative.
Project Submission and Readiness Assessment
Submission of information, preparation of a Project Fiche or engagement with EUFUA may provide a basis for:
- assessing the current level of readiness;
- identifying further preparation requirements;
- clarifying institutional responsibility;
- structuring supporting evidence and related information;
- identifying the required expert input;
- defining a potential institutional pathway forward.
EUFUA may apply internal classifications, readiness assessments or scoring methodologies to support this work.
Such assessments represent EUFUA’s independent institutional assessment of the initiative’s current level of preparation and its readiness for the next stage of engagement.
Any subsequent technical, legal, financial, environmental, procurement or investment assessment is conducted by the organisation responsible for the relevant process in accordance with its own requirements and procedures.
Project Information and Confidentiality
Initiative owners and authorised representatives are responsible for ensuring that information submitted to EUFUA is current, accurate and of appropriate quality, and that they have the necessary authority to provide such information for the purposes of institutional and project preparation.
Project information may be used for:
- readiness assessment;
- structuring the initiative;
- engaging relevant expertise;
- identifying further preparation requirements;
- defining the appropriate institutional pathway.
The processing and disclosure of confidential, commercially sensitive or otherwise protected information are governed by the applicable terms of engagement, data-protection requirements and, where appropriate, specific confidentiality arrangements.
Technical and Implementation Partners
Depending on the nature and stage of a particular initiative, EUFUA may engage engineering companies, technology providers, EPC contractors and other technical or implementation partners where their expertise is relevant to project preparation, technical development, implementation planning or market-readiness assessment.
Such engagement may provide relevant technical, professional and market input during the preparation and structuring of an initiative.
Where implementation involves procurement, tendering or another competitive selection procedure, contractor eligibility and selection are determined through the applicable procedure by the competent contracting authority.
The involvement of potential technical or implementation partners during the preparation stage is managed in accordance with the applicable principles of transparency, equal treatment, non-discrimination and fair competition.
Investment-Related Activities
EUFUA’s activities within the investment context focus on project readiness, institutional preparation, structuring relevant information and identifying potential financing pathways.
Where a process involves regulated financial services, investment advice, financial intermediation, placement services or another regulated financial function, such activity is carried out by an appropriately authorised entity in accordance with the applicable regulatory framework.
This ensures a clear distinction between institutional and project preparation and regulated financial activity.

Registration provides transparency regarding EUFUA’s activities within the institutional environment of the European Union.
Registration in the EU Transparency Register does not constitute recognition, approval, accreditation or endorsement by the institutions of the European Union.
Data Protection
Personal data submitted to EUFUA are processed in accordance with applicable data-protection law, including Regulation (EU) 2016/679 — the General Data Protection Regulation (GDPR), as well as EUFUA’s Privacy Policy.
The Privacy Policy sets out the purposes of processing, legal bases, categories of recipients, retention periods and the rights of data subjects.

EUFUA operates within the legal and governance framework applicable to its activities, including:

- applicable EU Transparency Register requirements;
- EUFUA’s internal governance framework and institutional mandate.
Specific programmes, financing mechanisms, procurement procedures and institutional processes are governed by the rules of the organisation responsible for the relevant process.
